台灣加熱煙市場何時開放？

2023年3月22日，台灣新版《煙害防制法》實施，電子菸被全面禁止，而加熱煙被列為“指定菸品”，需通過健康風險評估審查才能合法銷售。然而，兩年多過去了，尚未有加熱不燃燒菸獲准上市，包掛IQOS 煙彈引發了消費者和業者的不滿。

根據規定，IQOS主機及必要的組合元件在台灣地區若要合法上市，必須先通過健康風險評估審查。

有觀點認為，健康風險評估在為TEREA產品設立審查機制方面存在“誤導性”，影響民眾對吸菸危害的認知，同時違反新法中禁止菸草促銷廣告的相關規定。
